NYPD Wants to Jam Cell Phones During Terror Attack

By Noah Shachtman January 08, 2009 | 5:35:22 PM

The New York Police Department wants to be able to shut down cell phones, in case of a terrorist attack.

During last month's massacre in Mumbai, terrorist handlers over micromanaged via mobile phone the assaults on the hotels, train stations, and Jewish center that killed more than 170 people.

In testimony today before the Senate Committee on Homeland Security and Governmental Affairs, New York Police Commissioner Ray Kelly (pictured) said he wanted to take out that "formidable capacity to adjust tactics while attacks are underway."

We also discussed the complications of media coverage that could disclose law enforcement tactics in real time. This phenomenon is not new. In the past, police were able to defeat any advantage it might give hostage takers by cutting off power to the location they were in. However, the proliferation of handheld devices would appear to trump that solution. When lives are at stake, law enforcement needs to find ways to disrupt cell phones and other communications in a pinpointed way against terrorists who are using them.

For now, Kelly said, the NYPD is taking a whole range of measures to stop another Mumbai-style spree -- from working with private businesses to interdicting boats to training recruits in heavy weapons to installing a spycam network across downtown Manhattan.

But Charles Allen, the Department of Homeland Security's top intelligence official, confessed to the Senate panel that "response to a similar terrorist attack in a major U.S. urban city would be complicated and difficult."

The chaos the attacks created magnified the difficulty of mounting an appropriate response. First responders, in order to deal with such a crisis, must first and foremost have adequate information on what is occurring as well as the capability to mount a rapid and effective response that minimizes the impact of the attack. In Mumbai it was not immediately clear to authorities whether there were multiple attack groups or a single group. The attackers were able to exploit the initial confusion because of the indiscriminate firings to move on to new targets. While preparedness training for this type of attack may not have prevented it, the effects likely could have been mitigated and reduced if authorities had been prepared and had exercised responses to terrorist attacks across all levels of government. Within the United States, our national exercises incorporate not only federal inter-agency participants, but also include regional, state, and local authorities, in order to identify potential gaps in our responses.

Another Terror Attack On American Soil?

Around two months ago I had a grave feeling that America would soon have another major terror attack perputrated by their own government, but I did suspect it would not just be in high profile areas such as New York, I believe it will also be in rural areas.

I had been reading some articles that I felt were hinting at another attack, my theory is that several bombs will be placed and timed to go off simultaneously in different cities in the US. It also crossed my mind, that this time it could be bio chemical attack , or even nuclear....We would of scoffed and laughed at the idea of a terror attack bringing down the World Trade Centre 10 years ago, but now that it has actually become a reality isnt it time we are more aware, that we watch for the signs?

The airplane attacks have been done with 9/11 for example, and the government know the best place for mass hysteria and panic is in cities where people work, live , breathe and congregate and where the importance of "family" is a priority.

The Bush Administration is starting to lose its hold over the population and the public have already started to wane in their support of Bush and Congress.

The UK is already thinking about pulling the troops out of Iraq regardless of what the US thinks.

Things dont look good for the American Government system lately especially with the Tillman cover-up and other atrocities coming to light into the mainstream public arena.

All the signs are pointing to another attack, but it wont be from Al-Qaeda in the middle east, no it will be orchestrated by our own government.

I believe the next attack will be an enormous one that will shake and scare the public into giving up more of their liberties for false security, and peace.

If it doesn't happen in the next few months, it will be an inevitability.

In the last couple of days I have been seeing several news reports that have confirmed my theories and hinted at this scenario, none more so than this one Here where Paul Craig Roberts:

- A former Reagan official issued a public warning that the Bush administration is preparing to orchestrate a staged terrorist attack in the United States, transform the country into a dictatorship and launch a war with Iran within a year.

Roberts says "The American people don't really understand the danger that they face," Roberts said, adding that the so-called neoconservatives intended to use a renewal of the fight against terrorism to rally the American people around the fading Republican Party."

"The administration figures themselves and prominent Republican propagandists ... are preparing us for another 9/11 event or series of events," he said. "You have to count on the fact that if al Qaeda is not going to do it, it is going to be orchestrated."

The most likely scenario as I said above will be timed bombs going off simultaneously, placed in several different places in American cities. I had a shock when I saw this news report tonight confirming what I have been fearing for the past few months now.

U.S. Terror Attack — 'Ninety Days at Most Fox News

Counterterrorism expert Juval Aviv spoke with FOX Fan Central about what Americans can do to protect themselves in case of a terror attack.

Do you believe another terrorist attack is likely on American soil?

I predict, based primarily on information that is floating in Europe and the Middle East, that an event is imminent and around the corner here in the United States. It could happen as soon as tomorrow, or it could happen in the next few months. Ninety days at the most.

What advice do you have for individuals that have the misfortune of finding themselves in the middle of a terror attack?

Since mass transportation is the next attack, when you travel to work have with you, a bottle of water, a small towel and a flashlight. What happened in London is exactly a point to look at. Those people who were close to the bombs died, then others were injured or died from inhaling the toxic fumes or getting trampled. The reason you take a bottle of water and a towel is that if you wet the towel and put it over your face, you can protect yourself against the fumes and get yourself out of there.Don't be bashful. If your gut feeling tells you when you walk onto a bus there is something unusual or suspicious, get out and walk away. You may do it 10 times for no reason, but there will be one time that saves your life. Let your sixth sense direct you.Try to break your routine. If you travel during rush hour every day, try to get up a little earlier and drive to work or take the train when it's still not full. Don't find yourself every day in the midst of rush hour. Terrorists are not going to waste a bomb on a half-empty train.

What portion of the American infrastructure do you believe is at the greatest risk for a terror attack?

We have put all of our emphasis, right or wrong, on the aviation area. What has happened, in the last two to three years, based on information we have, is the terrorists have realized that they cannot hijack a plane in America soon because the passengers are going to fight back. So they realize what they have been very successful with over the last 50 years in Madrid, London, Iraq, Israel: demoralizing the public when they go to work and when they come back from work.

What they're going to do is hit six, seven or eight cities simultaneously to show sophistication and really hit the public. This time, which is the message of the day,it will not only be big cities. They're going to try to hit rural America. They want to send a message to rural America: "You're not protected. If you figured out that if you just move out of New York and move to Montana or to Pittsburgh, you're not immune. We're going [to] get you wherever we can and it's easier there than in New York."

What more do you think the government can do to protect the public?

Number one, and this is the beef I've had with Homeland Security for the last four years, is educating the public on how to deal with those types of events. There's no education. We're raising the color code alert and that means nothing to anyone. Whether it's green, yellow, pink, no one ever educated the public how to identify suspicious items or people. In Israel, so many of them [terrorists] have been apprehended just because people have phoned in. We don't have that training on campuses, schools or kindergarten.

In Israel, it's very popular right now [amongst terrorists] to put one device to explode and time another one for five minutes later when it's all calm, people are getting up and the rescue teams have responded. You need to know all those things and think about those things. The government must pursue that. Law enforcement will never have enough people on the street to detect things. We don't have that kind of manpower. That's why the government must enlist the public.

Is this news report a hint at what the government are planning? What is soon to come? ..I think so yes....I hope I am wrong, but I honestly do not think I am, When you fill your days with nothing but news reports you begin to see a pattern emerge.

I also do believe that Iran is next on the list for the US Government, what better way to rally public support for an attack on Iran by staging another death induced false flag terror crisis on their own country. Could the US be planning to attack Iran's nuclear reactors and other nuclear facilities?......
